The “Meghri topic” has heated up now because there is now a corridor issue or a road issue, and today Armenia’s authorities want to make that concession and then declare, ‘What do I have to do [with it]? If this had not been discussed then, this topic would not have existed at all.” This was stated by the second President of Armenia, Robert Kocharyan, during his press conference Monday.

“They [i.e. the incumbent Armenian authorities] have taken 25-year-old discussions out from the archive. Let them declassify the Key West document, which never had a secret code.

The two proposals from [Armenia’s First President] Levon Ter-Petrosyan’s time have been publicized, the ‘Common State’ proposal has been publicized, the Madrid Principles have been publicized, the Kazan document, as far as I know, has been publicized. Two documents have not been publicized: the 2019 proposal, which these [Armenian] authorities hid from the people, which was acceptable, and the Key West proposal has not been publicized. Let them publicize [these two documents]. They say, ‘Let him publicize [them].’ I didn’t take the documents home in a suitcase, I assumed that there was a state.

Now they say, ‘We take one of the documents out of the air conditioner, one out of the refrigerator.’ Do you know why? Because three [Armenian] foreign ministers have been changed  in seven years, so one [document] could end up in the refrigerator, one—somewhere else. During my time [in office], there was one foreign minister for ten years. And after me, Edward Nalbandian was there for another ten years,” the second president of Armenia stated, in particular.
