Of course, it is impossible to get full guarantees, but we must do everything possible to reduce these risks. Deputy Foreign Minister Paruyr Hovhannisyan said this today, March 24, during a briefing with journalists at the National Assembly, referring to the fact that Nikol Pashinyan did not deny that it is possible to sign an agreement and then Azerbaijan will attack again.

“Of course, signing an agreement is another step towards ensuring against such a situation. In the case of an agreement, this risk is further reduced because we also have the attention of the international community. The announcement that we have finalized the text negotiations, look at the statements it has elicited from different countries. In other words, we need to see how much we can mitigate such risks,” he said.

When asked whether international guarantees will be provided, Paruyr Hovhannisyan said, “You know that the most important guarantor is the UN Security Council, and we have seen that the conclusion of the negotiations was welcomed by all five permanent members of the UN Security Council: the US, UK, France, China and Russia.”

Asked whether these countries are willing to act as mediators or guarantors, he said, “I can't answer that question at this time, but international institutions exist, whether it's the OSCE, the UN or other formats. We are of course reacting and discussing with Russia and with all our partners who can contribute to this process.”
