Usually such discussions are initiated by the Security Council. This was stated by Minister of Finance Vahe Hovhannisyan during a press conference Monday—and addressing the question of whether there is a risk of a blockade for Armenia, taking into account that on the one hand, there is a problem with deliveries along the border with neighbor Iran, and on the other hand, Armenian trucks face problems crossing into Russia via other neighbor Georgia.

“All this started on Friday. During these days there has not been such a discussion yet, and since we will be busy with matters related to the [2024 state] budget report today and tomorrow, I am sure that there will naturally be discussions in the near future. As a result of these discussions, we will either participate or learn about the results insofar as it concerns the activities of our ministry, insofar as matters related to financial issues or additional funding will be discussed,” said the finance minister of Armenia.
