Azerbaijan raises the issue of changing Armenia’s constitution, but the situation is as follows: in 2024, the Constitutional Court of Armenia decided—and that is a legal decision of the highest level—that Armenia’s constitution contains no territorial claims against any of the country’s neighbors. Armenian Prime Minister Nikol Pashinyan stated this during a discussion, titled “Leadership at the Crossroads,” within the framework of the 8th Paris Peace Forum.

“Moreover, the text of the peace agreement between Armenia and Azerbaijan contains numerous provisions stating that the sides have no territorial claims against each other and commit not to submit such claims in the future. What I mean is that all possible, apparent topics have been addressed in the peace treaty, which has already been initialed. That is, there is no such issue (…).

Therefore, even if there may be some assumptions or assertions, the peace treaty addresses all questions.

By the way, to close and resolve all these topics, it is simply necessary to sign and ratify the peace treaty, after which it will acquire supreme legal force, and no further interpretations will be possible,” added the Armenian PM.
