Armenian Prime Minister Nikol Pashinyan links the resolution of the issue of Armenians being held captive in the Azerbaijani capital, Baku, to the establishment of peace between Armenia and Azerbaijan. Pashinyan, who is in Germany on an official visit, stated about this during a panel discussion at the German Council on Foreign Affairs, in Berlin—and responding to a question from one of the participants.

“This is a very sensitive issue. This problem will be more easily addressed through cooperation and peace rather than in an atmosphere of conflict. In an atmosphere of conflict, there is no way to address this issue. Since we are moving toward strengthening peace, it becomes increasingly realistic to resolve this problem through small steps. Therefore establishing peace means resolving other issues also; that is our [i.e. Armenia’s] position,” the Armenian premier stated.
