You are certainly aware that yesterday a joint statement on the framework for the implementation of TRIPP was disseminated on behalf of the governments of Armenia and the United States, and I think we should assess the significance of that statement. Prime Minister Nikol Pashinyan stated this at the start of Thursday’s cabinet session of the Armenian government.

“After the statement of August 8, 2025, this is the next cornerstone statement by which one of the most important and principled issues of the peace process [between Armenia and Azerbaijan]—the unblocking of regional communications—is resolved at the framework level, where all principled issues are addressed.

The text is public, and I do not see an occasion to make comments related to the text, at least in this format, but, also, I want us to record the significance of what this statement means. The meaning and practical significance of the statement is that peace is being established in our republic and in our region through very concrete and practical steps. It is already a practical reality and actuality, and my understanding of our attitude towards that reality is the same as what I spoke about in my message following August 8.

We need to treat the established peace with care. Perhaps we underestimate this factor, we must record that we, as a state and as a society, do not know what it is like to live in peace, in conditions of peace. We are learning just now, step by step, and this process is extremely important. We often do not even notice the very expanded presence of the logic of conflict in our linguistic thinking or our forms of expression.

Peace enters our consciousness and subconsciousness in very small and slow steps, and this is normal, because for 35 years we have been in a different logic, now the logic is changing.

But the good news is that in practice and on the ground there are already realities that shall contribute so that the social psychology of peace can be established.

On the other hand, there is a huge amount of practical work, we must take the actions arising from yesterday's statement as quickly as possible. First, they must be adopted already in the form of de jure agreements, we will start working on the already necessary and legal decisions around the draft agreements; in particular, a company called ‘TRIP’ must be established in the Republic of Armenia.

Also, we must determine the routes, determine the paths, development rights, land use, constructions, permits.

I believe that we must prepare from today. It does not matter whether the given application has already been received by the given department, or not; it will definitely be received. We must look at our processes from today so that we implement everything in a proper manner and within the deadlines,” added the Armenian premier.
