We will sharply improve the efficiency of public administration. The current disgraceful backpack model of "The Government is me" must be replaced by a collegial, inclusive model of "The Government is us." This was stated in Yerevan on March 16 by Robert Kocharyan, the "Armenia" bloc's candidate for Prime Minister and the country's second president.

"The government is not a circus, the prime minister is not a clown, and the state budget is not his personal pocket used to feed his entire faction. I assure you, we will establish order in this regard.

We will ensure a leap in economic growth, as we already did between 1998 and 2008. During that period, Armenia entered the top ten fastest-growing countries in the world, and in the last five years of my presidency, the top five.

We must build a modern, competitive industry and agriculture capable of exporting goods to various external markets. Economic growth must not be an end in itself — it must be reflected in citizens' living standards. During my presidency, the economy and average wages grew sixfold. We can ensure significant growth in these indicators again. The country must once again be attractive to domestic business and foreign investors. The diaspora, which some wish to distance from Armenia, must play a major role here. We will create between 35,000 and 45,000 new jobs per year until unemployment falls to 5–6%, compared to today's 14%.

These people came to power with promises of justice, but they became a disaster for pensioners and vulnerable segments of the population. One in five people in Armenia lives in poverty — and they are poor not because poverty is in their minds, but because poverty is in the prime minister's mind," Kocharyan stated.

He noted that during his presidency, the average pension also grew sixfold, while poverty fell from 56% to 24%.

"I know how to do this. We will sharply raise the base pension and introduce mandatory indexation so that pensions do not lose their value. The transition to retirement should be well-earned rest, not a punishment. We are confident that the poverty rate can be reduced by at least half.

I am very restrained in my promises. Before being elected president, I made far more modest promises than I was ultimately able to deliver. Far more was accomplished than was promised. And it will be so this time as well.

Public health is one of the government's priority tasks — ensuring accessible, high-quality healthcare services for every citizen. It is also an indicator of a healthy state.

We are concerned about the rise in crime in the country. Can anyone explain how, alongside a substantial increase in police funding, the crime rate also grew several times over?

Leave the police alone, stop burdening them with political persecution and pressure, and I am confident they will be able to defeat crime.

We are firmly determined to put an end to all of this. We guarantee order on the streets and zero tolerance for drug addiction, which has become a national disaster. I am convinced that this criminal business enjoys protection at the highest levels. This is unacceptable, and those responsible will be severely punished. There is no other option. People's lives must be peaceful and predictable," Kocharyan emphasized.
