The Introduction section is not included in the currently presented draft constitution, and the reference to the Declaration of Independence of Armenia is in the Introduction section of the current constitution. Minister of Justice Srbuhi Galyan told this to reporters at the National Assembly today, as she addressed the question of whether the Declaration part has been removed from the draft constitution of Armenia.

"Let there be no impression that we are avoiding presenting what is currently summarized within the Introduction. It’s just that I always mention one thing: the text of the constitution, with the draft text, will be public, including the Introduction, and the public will be able to see what is written there and decide... Now discussions are continuing in the administration and the [parliamentary majority] faction. The constitution is not a simple bill, it is the legal basis of our state, and we certainly cannot summarize our thoughts in one discussion," she said.

Also, the justice minister informed that the timeline for the publication of the draft constitution is not yet known, it will be clarified, but there is still time, since there is no referendum date.

“A referendum has not been scheduled, we're not late for anything at this point. Our greatest desire is to give the public sufficient time to get acquainted with the text and sufficient time, being familiar with the text, to make the right choice,” she said.

In addition, Galyan did not rule out that the draft constitution will be publicized before the parliamentary elections in June.

“The text that will be publicized will not be static; that is, it will not be immutable, it will be a draft, therefore it is not ruled out that a number of changes will be made to it after the relevant opinions of citizens, specialists in the field are received,” the justice minister said, and recalled that the people of Armenia will decide whether or not to approve the draft constitution.
