The U.S. has once again made it clear that the resolution of the Nagorno-Karabakh conflict by means of war is unacceptable, Manvel Sargsyan, an expert for the Armenian Center for National and International Studies (ACNIS), told NEWS.am. According to him, Hillary Clinton’s visit pursued an aim to show that the U.S. stance remains unchanged.

As to tougher actions against Azerbaijan as an aggressor, Sargsyan noted that Washington is not seeking an asymmetric approach. “It is a state position. The EU makes strongly worded statements, calling our territories ‘occupied’ and offers certain programs to get solution, whereas the U.S. does not make precise proposals, insisting that countries themselves reach an agreement. The expert also noted that Section 907 of the Freedom Support Act still exists. According to him, the fact that the bill was adopted by the U.S. Congress and was in effect for a rather long period proves a certain attitude of the U.S. “Though it is waived, no one canceled it, and the Congress can put it into force any time,” he concluded.

Section 907 of the Freedom Support Act was approved by the House Committee on Foreign Affairs on August 11, 1992.

Under the document, the U.S. restricted assistance to Azerbaijan “until the President determines, and so reports to the Congress, that the Government of Azerbaijan is taking demonstrable steps to cease all blockades and other offensive uses of force against Armenia and Nagorno-Karabakh.”

On October 24, 2001 the U.S. Senate adopted a waiver of Section 907.
