During the elections in Georgia, Akhalkalaki and Ninotsminda regions will unite and have one MP in the parliament.

Armenian MP in Georgia Parliament, Ruslan Poghosyan, told the aforementioned to Armenian News – NEWS.am correspondent.

But, according to him, the thing is that first of all it isn’t written anywhere that a parliamentary candidate in some other region cannot be an Armenian. “Georgia uses the majority and proportional system of elections, that’s why actually every party - regardless of being opposition or ruling one - can propose ethnic Armenians as a candidate in their election lists,” Poghosyan said.

According to the changes in the Electoral Code of Georgia, a residence of 47,000 voters is one electoral district.“This extends to the entire territory of Georgia without exception.  47,000 voters, who are Georgian citizens, elect one deputy regardless of their religious, racial or other affiliation,” Poghosyan explained.

In his words, some regions of Georgia used to have 8000 voters, while others had 200 voters. “And both of these regions had one deputy, elected according to the majority election system, which violated the principle of equal representation,” he noted.

In January of the current year, President of Georgia Giorgi Margvelashvili signed the amendments to the Electoral Code of Georgia, initiated by the parliamentary majority. The mentioned amendments relate to the majority constituencies, which are currently enlarged and must be formed in a new manner during the parliamentary elections of 2016.

According to the new order, the electoral districts must include 47,000 voters on average. Pursuant to the recommendation of the Venice Commission, there can be 10 percent deviation from the aforementioned figure.
