Secretary General of the Council of Europe Thorbjørn Jagland urged the Armenian government to find a consensus on electoral code.

“So we have urged the Armenian Government to find such a consensus, but it also depends on the opposition,” Jagland said at PACE responding to the question by Armenian MP Levon Zurabyan.

“We have said that we are at the disposal of both parties to find a way so that both the majority and the opposition can have a fair competition for power. That is always our principled position – that basic matters such as the constitution and the electoral code must be based on a consensus involving all the parties and civil society,” he added.
