YEREVAN. – Progress in Karabakh talks was observed when Baku was negotiating directly with Karabakh, Armenian Deputy Foreign Minister Shavarsh Kocharyan told reporters after government’s meeting on Thursday.

“It was possible to reach the Bishkek agreement of 1994 only because Baku was holding talks with NKR Foreign Minister Arkady Ghukasyan and president Robert Kocharyan. And, moreover, the talks were held with the consent of Azerbaijani president Heydar Aliyev. Azerbaijan still resists Karabakh’s participation in talks and continues its policy of using negotiations as a veil for their destructive steps,” Kocharyan said.
