YEREVAN. – The agreements, which were reached in Vienna and in Saint Petersburg, have not been implemented until now at Azerbaijan’s fault.

Foreign Minister Edward Nalbandian on Wednesday stated the aforesaid at his talk with Deputy Prime Minister and Minister of Foreign Affairs and European Integration of Moldova, Andrei Galbur, who is paying a working visit to Armenia.

In Nalbandian’s words, the Azerbaijani party attempts to mislead the international community, and distort the reality with respect to the Nagorno-Karabakh (Artsakh) conflict, to evade the implementation of these agreements. 

The Armenian FM noted that, back in September, the Organization for Security and Co-operation in Europe (OSCE) Minsk Group co-chairs urged Azerbaijan to do what Armenia is doing: agree to the setting up of a mechanism to investigate incidents at the Karabakh conflict zone.

Nalbandian added that Azerbaijan creates obstacles also for conducting OSCE monitoring, and as a result, the participants in the monitoring are forced to watch an Azerbaijani “show.”

He also noted that Azerbaijan in every way prevents creating conditions for the continuation of the Karabakh peace talks.

“Neither Armenia nor Nagorno-Karabakh support the status quo,” added Edward Nalbandian. “We support a [conflict] settlement based on international law.”
