One cannot blame OSCE or chairmanship for the process of talks on Karabakh, German Foreign Minister Frank-Walter Steinmeier said in response to a question by Azerbaijani journalist.

“I do not want to point  finger, but it is to do for those who triggered that conflict in April this year that affected many people,” German Foreign Minister told a reporter during a press conference on the sidelines of the OSCE Ministerial Council in Hamburg.

Unless OSCE succeeded in achieving de-escalation, military conflict between Armenia and Azerbaijan would flare up, he added.

“Co-chairs are trying to work for resumption of the talks, but it has not become an easy thing to have this after April events,” Steinmeier explained.

“The conflict parties have to be more open and willing to reach compromise, but we cannot force them to do so. We can only prepare the ground, we have to have readiness of the conflict parties, without them OSCE cannot bring stability.”
