YEREVAN. – Corruption must be fought against from the “above,” the bribe taker should fear respective punishment, and the society should psychologically pressure the corrupt official, psychologist Samvel Khudoyan told Armenian News-NEWS.am.

In his view, corruption truly has ethical and psychological grounds, in many cases.

“In general, all authoritarian societies have corruption risks,” added Khudoyan.

As per the psychologist, in Armenia, corruption is considered to be an “investment,” in numerous cases.

“An official gives bribe, sits in the post [as a result], [and] starts bringing the [respective paid bribe] money back,” he noted.

The psychologist also expressed concerned that officials serve a bad example for society by taking bribes and not being punished for it. According to Khudoyan, when the “punisher” himself takes bribes, he cannot prohibit others from not doing the same.

In his words, if a corruption is exposed, the corrupt official must not only be condemned, but should be deprived of the right to hold any other office in the future.

In Samvel Khudoyan’s words, if the problem of corruption cannot resolved from the “above,” very strong pressures from the “below” can be an alternative for resolving it.

“Officials are very much afraid that the information on them will become accessible,” added the psychologist.
