STRASBOURG. - The criminal authorities of Azerbaijan are conducting mean and provocative policy but who should be held accountable for this if not the international community, including the Parliamentary Assembly of the Council of Europe (PACE)?

Member of the Armenian delegation to PACE, Mikayel Melkumyan, said the aforementioned at the organization’s session on Tuesday.

The deputy recalled that in the morning of 29 December 2016, the Azerbaijani armed forces made a diversionary infiltration attempt to the territory of Armenia in the direction of Chinari village. The Armenian side counterattacked the adversary, unfortunately suffering three losses—an officer and two soldiers. “In fact, there is no military object on that section of the border. Instead, the kindergarten and the school, which are about 2 km far from the border, were shelled. Thus, the rights of the peaceful population were violated.

The body of one of the Azerbaijani victims was found on the Armenian side.

Thus, a question rises: how could the adversary’s body appear in the territory of the Republic of Armenia?”

“I am asking each of you in this hall: What would you do if your children died this way?

Yes, it is no coincidence that exactly Azerbaijan is against the introduction of the equipment and technical means, which record ceasefire violations all along the Karabakh-Azerbaijani contact line and then investigate them. Therefore, it is necessary to “catch the criminal by its hand” and give a legal and political assessment its conduct,” Melkumyan stressed.
