On February 16 of 2017 the RA Ombudsman Armen Tatoyan visited the Prisoners' Hospital to see the detainees who had received gunshots in the regiment of the police patrol service, in particular, Aram Manukyan, Pavel Manukian, Armen Lambaryan, and Tatul Tamrazyan. Tatoyan examined the conditions of their detention, the quality of health care and issues in regard to proving them legal assistance. During his visit, the Ombudsman was accompanied by his deputy and an in-house doctor.

The Ombudsman discussed issues raised by the detainees with the personnel of the penitentiary agency and received some solutions.

The Ombudsman also visited the Hospital for Convicts penitentiary institution to see Arthur Sarkissian, who is on hunger strike, and examine issues related to proving him with a medical assistance.

It should be noted, that the personnel of the Ombudsman, by his instruction, starting from February 10, 2017 has paid a series of visits to the Hospital for Convicts, to see Arthur Sarkissian and study in detail the issues related with his health care and living conditions, as a result of which there started a discussion procedure.

During the visit, Artur Sargsyan raised a number of questions, which were examined and later submitted to the Ministry of Justice and the Prosecutor General's Office in a form of recommendations.

The issues of Aram Manukyan’s, Pavel Manukian’s, Armen Lambaryan’s, Arthur Sarkissian’s, and Tatul Tamrazyan’s health care and legal assistance in the Hospital for Convicts are under the direct control of the Ombudsman.
