The upcoming constitutional referendum in Nagorno Karabakh will not determine the status of Nagorno Karabakh, Armenia’s deputy FM Shavarsh Kocharyan wrote on his Twitter page.

“The constitutional referendum will not define the status of Nagorno Karabakh. Artsakh status has been defined by independence referendum, while the [upcoming] Constitutional referendum is a continuation of that,” Shavarsh Kocharyan wrote.

After the meeting in Munich with Armenian and Azerbaijani FMs Edward Nalbandian and Elmar Mammadyarov, the OSCE Minsk Group co-chairs Igor Popov (Russia), Stephane Visconti (France), Richard Hoagland (USA) and OSCE Personal Representative of the Chairperson-in-Office Andrzej Kasprzyk stated that they do not recognize the referendum planned in Karabakh on February 20, in the part, where it can determine the legal status of Nagorno Karabakh. The international mediators stressed that the outcome of referendum cannot in any way determine the outcome of negotiations regarding the final status and lasting settlement of the Nagorno Karabakh conflict.
