YEREVAN. – The Constitution will raise Artsakh’s preparedness to a new level in domestic sense, and in terms of facing external challenges.

President of the Nagorno-Karabakh Republic National Assembly (NKR/Artsakh NA), Ashot Ghulyan, on Monday told the aforesaid to reporters, before casting his ballot during the country’s referendum on constitutional amendments, and added that the Constitution is a very comprehensive document, reported ARTSAKHpress news agency.

“The Constitution will strengthen the mechanisms aimed at ensuring our country’s security, development of the democratic system, guaranteeing of human rights, and efficiency of public governance and local self-governance,” noted Ghulyan.

As for Azerbaijan’s statement that that it does not recognize the referendum taking place Artsakh and that the international organizations likewise will not recognize this plebiscite, the NKA NA speaker noted: “That’s the problem of the neighboring state. And I believe that the sooner they get out of this psychological complex, it will be that much better.”

The NKR on Monday is conducting a referendum on the draft Constitution of the country.

The respective constitutional amendments envision a transition from a semi-presidential to a presidential system of government in Artsakh.
