STEPANAKERT. - The voting during the Karabakh constitutional referendum is taking place at quite a high level and in line with international standards.
Bulgarian political analyst Georgi Kolarov, who has arrived in Nagorno-Karabakh to observe the referendum process, told the aforementioned to Artsakhpress.
“It is already the third time I have visited Nagorno-Karabakh on such a mission. While observing the voting process, I noticed the activeness of the voters. Everything is carried out calmly and in accordance with the law,” he noted.
Kolarov also added that “he is afraid of nothing and always visits Artsakh.”
The NKR is conducting a constitutional referendum on Monday.
The respective constitutional amendments envision a transition from a semi-presidential to presidential system of government in Artsakh.
