STEPANAKERT. – President of the Nagorno-Karabakh Republic National Assembly (NKR/Artsakh NA), Ashot Ghulyan, on Tuesday received Argentine MP Brenda Lis Austin, who had come to Artsakh on an observation mission during Monday’s constitutional referendum in the country.

Ghulyan thanked for the work which the observers carried out these days, and noted that their recommendations help Artsakh improve the procedures for holding referendums and elections, the NKR NA informed Armenian News-NEWS.am.

Austin, for her part, stated that inviting observers to a referendum shows the establishment of state institutions in a given country.

“I visited seven polling station,” noted the member of the Argentine Chamber of Deputies. “And I’m impressed by the high preparedness of the voting process, the level of oversight, work by the commission members, accuracy of the [voters’] lists, and the people’s solidarity and awareness; this bespeaks a high level of sense of democracy.” 

The NKR on Monday conducted a constitutional referendum.

The respective constitutional amendments envision a transition from a semi-presidential to a presidential system of government in Artsakh.
