Ukraine and Georgia are leading in democratic reforms and European integration among the six nations of the Eastern Partnership project, says the Eastern Partnership Index report presented by Civil Society Forum in Brussels.

Azerbaijan and Belarus have the worst indicators on democracy level, while Ukraine and Moldova lag behind on business environment.

Index covers two criteria: convergence with the EU, namely how each of the state adopts EU norms and international standards, and secondly how close each of the state is to the EU.

As to the first point, Ukraine is leading with Armenia being the second, followed by Moldova, Georgia, Azerbaijan and Belarus. The second indicator is about the ties between the governments, economies and people-to-people contacts. Here the first are Georgia and Moldova, followed by Ukraine, Armenia, Azerbaijan and Belarus.
