On 10 April, Human Rights Defender of the Republic of Artsakh (Nagorno-Karabakh Republic) paid an undeclared visit to the Penitentiary Department of the Police of the Republic of Artsakh.
As reported the Office of the Human Rights Defender of Artsakh to Armenian News-NEWS.am, during the visit, the Human Rights Defender toured some cells, was introduced to the conditions for keeping prisoners and held private talks with several convicts. The Human Rights Defender introduced the prisoners to their rights, particularly stressing the right to apply to the Human Rights Defender and clarifying that they are free to contact bodies dealing with the protection of their rights at any moment.
The Human Rights Defender focused on improvement of the mechanisms for preventing tortures and other cruel, inhumane or degrading treatment or punishment.
