YEREVAN. – The matter of concern is how effectively the state apparatus will function as a result of the proposed reforms.

Yerevan Press Club President, analyst Boris Navasardian, told the aforementioned to Armenian News- NEWS.am, as he commented on the process of reforming the structure of the Government of Armenia.

In his words, it is unclear as to what the underlying principles of these proposed changes are.

“There is a sense that the authorities are carrying out reforms proceeding from what personnel they have, [and] not from what mechanisms are needed for effective governance,” he said.

The analyst stressed that 2019 needs to become a year of increasing the productiveness of government work and, in this sense, the reforms that have been launched since January are very important.

“Some efforts are required from the government members so that they not only don’t hinder the systematic work, but also contribute to enhancing the effectiveness of governance,” Navasardian added.

As reported earlier, the National Assembly of Armenia on Thursday approved, in the first reading, the package of bills on making amendments and addenda to the law on the structure and activities of the country’s government. In particular, these draft laws propose the dissolution of five ministries.
