The commentary of the Ministry of Foreign Affairs of Azerbaijan is rather interesting. It shows the entire depth of the processes unfolding in Azerbaijan and the real situation in that country. This is what Deputy Chief of Staff of the President of Artsakh (Nagorno-Karabakh Republic), Head of the Central Information Department of the Office of the President of Artsakh Davit Babayan said, commenting on, at the request of Armenian News-NEWS.am, the statement issued by the Ministry of Foreign Affairs of Azerbaijan.

According to Davit Babayan, first of all, schism of the nation and Armenophobia are instilled at the highest level, and the statement itself can be viewed as informational terrorism. “Second, if we talk about concepts such as the people and the nation, from the perspective of ethnicity, the people of Artsakh can be viewed as a part of the Armenian people. However, in this context, there is a question: is there a concept such as Azerbaijani people? There are serious issues. The concept of “Azerbaijani people” doesn’t exist, it hasn’t been formed yet, and this is the biggest and perhaps the only obstacle on the path to settlement of the Azerbaijani-Nagorno-Karabakh conflict. Why? It is because the concept of “Azerbaijani people” is artificial. It was artificially created by the Soviet authorities in 1936. Before 1936, the Soviet Socialist Republic of Azerbaijan was the only republic, the name of which didn’t derive from the name of the people. The only exception was Azerbaijan where there was no Azerbaijani people. During a census, they were referred to as Tiurks. In 1936, a political decision was adopted to create the Azerbaijani people. That year, Hitler came to power in Germany, and having a republic, the main population of which was referred as Tiurk and actually Turks, was dangerous in Transcaucasia. In other words, a reasonable decision was adopted from the geopolitical perspective, mixing all Muslim nations together,” Babayan stated.

However, Babayan recalled that even though the process hadn’t ended, a couple of nations (Talish, Avar, Lezgi) didn’t become a part of the Azerbaijani people, and other nations (Tats, Kurds) became partially assimilated. “However, they preserved their national self-awareness. The authorities of Azerbaijan fear that recognition of the Republic of Artsakh will lead to detonation of the national liberation movement in Azerbaijan. Even the autonomy of Nagorno-Karabakh, which is unacceptable for us Armenians, may become a reason for events that will lead to worse consequences for Azerbaijan than even recognition of independence because these nations can also demand autonomy, and this will lead to the elimination of the concept of “Azerbaijani people”. Thus, nobody should have the illusion that Azerbaijan has only two paths to take to settle the conflict (elimination of Artsakh or freeze of the conflict). There is also a third path, and that is democratization of the country and the structure of a confederation, but without Artsakh because Artsakh has become self-determined a long time ago,” Babayan stressed.

As far as the statements on refugees are concerned, Davit Babayan emphasized that such claims are speculative.
