YEREVAN. – Zhoghovurd newspaper of the Republic of Armenia (RA) writes: It turns out that back in 1993, it was [the then] President of Azerbaijan [the late] Heydar Aliyev who viewed Artsakh as a negotiating party.

Former RA Prosecutor General Gevorg Kostanyan made this revelation in an interview with Zhoghovurd daily, declassifying an important document.

It turns out that in 1993, former president of Azerbaijan Heydar Aliyev ordered to organize a meeting with the leaders of Azerbaijan and NKR. "The leadership of Azerbaijan guarantees head of the Supreme Body, A. Jalilov, to hold talks on a meeting of the Azerbaijan and NKR leaders.”

And if Baku forgets about this, the Armenian side recalls this important episode, which can only turn the tide in the negotiations. At the same time, according to this document, Azerbaijani President Heydar Aliyev in fact has recognized Artsakh as an independent state.
