Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov has declared that “concrete and real moments” are being discussed during the talks with his Armenian counterpart Zohrab Mnatsakanyan, reports Interfax-Azerbaijan.

According to him, during the talks, the Armenian side would show different documents, the last of which was the “Lavrov Plan”.

“The “Lavrov Plan” is the result of intensive discussions held in Moscow about two years ago. However, it is still based on the Madrid Principles. The March 9 Statement by the OSCE Minsk Group Co-Chairs specifies the intermediaries’ vision for progress in the negotiations. It is very simple — the negotiations are in stages. The first stage is the dislocation of troops, the return of the Azerbaijani population, the ensuring of security and the regulation of communications. This is why our recommendation to the Armenian side can be described as “peace with the prospect for prosperity”,” the minister stated.

Mammadyarov added that Azerbaijan has asked the Co-Chairs to prepare a report on security. “Status and security are important for Armenia. The status is clear, but what about security? The Co-Chairs also want to understand that moment. There has to be a security formula when the Azerbaijani population returns to the liberated territories. The Armenian population of Karabakh are our citizens, and their security will be ensured in full. This is how we picture it, but how does the Armenian side picture it?” Mammadyarov stated.
