We’re working on three fronts with respect to YouTube. This is what Minister of High Technological Industry of Armenia Hakob Arshakyan stated during a year-end press conference today.

“There is a US congressional caucus of friends of Armenians. I have met with some of them and asked them to provide support since they work with YouTube and PayPal. We have three US Congressmen from Silicon Valley who support us. The second is the group of Armenians working for Google and YouTube whom I met in Silicon Valley, and they are also trying to find solutions. The third is the group of Diaspora Armenians who are also trying to have an impact on the solution to the problem.

There are also problems with Google Maps, PayPal and YouTube. Google Maps shows Azerbaijani enclaves in Noyemberyan, a territory of the Republic of Armenia. As for PayPal, we have recorded some success, and that is the Google Store payment and settlement system. In the past, when a company based in Armenia would put its app in Google Store, it couldn’t earn money because Armenia wasn’t included in the list of partners, but now it is,” Arshakyan said, adding that the ministry has to be able to do the same in the cases of YouTube and PayPal.

“There is a YouTube Partner Program that lets you generate and monetize amounts from content posted on YouTube channels by being a partner. Armenia isn’t included in the list of countries that can be a part of YouTube Partner Program, and the same goes for PayPal. Another problem is that Armenian content can’t be identified on the YouTube search engine, and the reason is the absence of the Partner Program,” he emphasized.
