YEREVAN. – There have been discussions with Armenian President Armen Sarkissian at an X phase, but we have not had any contact for more than 8-9 months. President of the Constitutional Court Hrayr Tovmasyan said this in a TV program.

Tovmasyan responded to the observation that Sarkissian might be offended by the lack of power given to him by the Constitution. “When writing the Constitution, we didn't know who the president was going to be,” he said. “The strength of the President's powers is in their being few. If we expand them, the president will become a bearer of current politics, subject to criticism, and in crisis situations he will not be that arbitrator who must uphold the Constitution.

You say, 'I don't have power,' and we say, 'If you look under the shelf, you still have about 15-20 tools;' it's written in the Constitution. ‘If you do not use them, do not complain that they do not exist.’ The President has ample powers.”
