The members of the France-Artsakh Friendship Circle welcome the proposal of the French President to implement practical programs, Arsakh MFA reported.

According to the MFA, they intend to contact interested ministries to study the conditions for their implementation.

On January 29 this year, French President spoke at the event organized by the Coordination Council of Armenian Organizations of France (CCAF). Emmanuel Macron have already participated for the second time at the event.

Asked to comment by the CCAF two co-chairs, Murad Papazian and Ara Toranian, President Macron said that human dignity and solidarity are inseparable. He touched upon the situation around the self-determined Artsakh. Recalling the role of France as co-chair of the OSCE Minsk Group, President Macron noted that Paris will give preference to a law serving the people.

Chairman of the Artsakh-France Friendship Circle Guy Teissier expressed his gratitude to the CCAF co-chairmen and President Macron amid the expectations of the Artsakh people from France - the republic, which they consider to be an authoritative country as an advocate of peoples and an implacable state regarding basic human rights issues.

The French president also touched on the friendship declarations signed between France and Artsakh, most of which were canceled by the administrative courts on prefects’ claim acting by order of the ministries.

Wanting to alleviate the situation, the president admitted the application of the law does not exclude dialogue and said he henceforth wants to move forward in a realistic and effective way.

Emmanuel Macron expressed the hope that a direct dialogue will be established between the ministries of foreign affairs and internal affairs of France, on the one hand, and by local authorities with similar intentions, on the other hand to stop resisting each other in this matter and to find more effective facilities.

Elaborating his idea, the president suggested discussing the steps so that those local authorities who want to provide aid to the population of Artsakh can make effective and legal decisions within the working group. If the goal is cultural or humanitarian aid, they will find the legal framework for their implementation, he added.

The Friendship Circle is pleased to accept such progress in the position of the president and will follow that it is realized. 

According to Pascal Doll, Mayor of Arnouville, his goal is to implement educational and humanitarian development programs with Artsakh.

The previously signed memorandum of friendship was canceled by the court. Over the coming weeks, he along with many members of the Circle will establish a relationship with the Ministry of the Interior to study how this cooperation can be practiced, respecting the rule of law and the values of the Republic, the mayor added.

The Friendship Circle is ready to stimulate cooperation with local authorities of Artsakh, following the presidential initiative, and develop constructive relations between France and Artsakh.
