The difference in reaction in Armenia and Azerbaijan to the Munich debate between Nikol Pashinyan and Ilham Aliyev is related to problems with democracy in the neighboring country, Armenian FM Zohrab Mnatsakanyan told reporters on Monday.

Speaking about the term ‘Munich principles’ introduced by Pashinyan, the minister explained that this wording more fully reflects what was discussed at the meeting of leaders. According to the minister, the Munich principles do not change, but complement the position. The minister noted that the right of peoples to self-determination cannot be ignored. 

“Armenia is committed to a peaceful settlement under the auspices of the OSCE Minsk Group. And within this process, we will work to resolve the conflict,” the FM said, recalling the position repeatedly expressed by the PM that the solution to the conflict should be acceptable to all parties. 

“A compromise is a mutual concept,” he added, pointing out the most pressing issue - a real security system that is directly related to status.

Talking about the format of the meeting, the minister appreciates it positively as an opportunity to meet openly and hold talks.

As for the comments from Azerbaijan, and especially radical ones, the minister believes, this is a consequence of the lack of democracy. 

"This is unacceptable,” he said adding that in our society people openly discuss everything. “There is a difference in systems,” the FM concluded.
