CSTO Secretary General Stanislav Zas commented on the delicate issue for Armenia: arms sales to third countries.

"Under the military-technical agreement existent within the framework of the CSTO, no weapons are delivered to third countries that pursue hostile policy," Zas said, in particular. “As for bilateral relations, including with Azerbaijan, let's talk openly. As an international official, it would not be right to comment on bilateral relations. But let me note once again: this is not done within the framework of the CSTO agreement, or the CSTO format; this is first and foremost. Secondly, as far as I am aware, it does not violate the countries’ obligations under the CSTO as well as the international format."
