In the process of development of democracy in Karabakh, some forces are attempting to split the public, said Artsakh president Arayik Haroutyunyan on Tuesday.

According to him, a day or two after the inauguration he heard about cases of hooliganism, and the law enforcement system did not correctly respond to the situation.

"We need to conduct an investigation, including an official one. Perpetrators must be punished," he noted. 

Haroutyunyan added that violence by the Police or a bad attitude towards citizens should be excluded as well

He repeated his point of view on the need for personnel changes in the Police.

"The last 13 years have been the best period of the development of Karabakh, but the new time sets new requirements, and personnel changes will bring new impulses," he added.

Arayik Haroutyunyan today declared that he has appointed Ashot Hakobjanyan the new police chief and that the rank of major general has been conferred upon him. Levon Mnatsakanyan was the police chief before the appointment.
