President Arayik Haroutyunyan on Wednesday signed a decree on appointing Samvel Avanesyan as Artsakh (Nagorno-Karabakh) Republic Minister of Labor, Social Affairs and Housing; the Central Information Department of the Office of the Republic of Artsakh President informed this to Armenian News-NEWS.am.
