The Commandant’s Office can’t restrict human rights. It must only help the government as an advisory body. This is what human rights activist Arsen Babayan said during a discussion hosted by the Political Economy Research Institute today.

According to him, the Commandant for the state of emergency does not have the right to adopt sub-legislative acts since neither the Constitution nor the parliament has granted that right to the Commandant.

“The decisions of the Commandant are unlawful and can’t lead to consequences. Nevertheless, citizens and economic entities are being restricted and suffering tremendous financial losses, and when those people try to recover their losses in court, the state will suffer more damage, not the people making such decisions. Since the incumbent authorities will step down from power, and there is no alternative to that, the whole burden will be left on the future authorities,” Babayan stated.
