YEREVAN. – When you speak about capital spending, it seems that I'm talking. Don't be offended, but you've started asking questions about capital spending after my public consultations and speeches, when I've said exactly the same thing. Prime Minister Nikol Pashinyan stated this in his speech in the National Assembly Thursday, referring to the criticism that capital expenditures are underperformed in Armenia.

"Yes, you are right. But if we are moving in that direction, why are you constantly talking about bank guarantees? This is one of the important factors that we are not able to increase the quality of capital expenditures because they come, win the one-million [dollar] project for 30 thousand [dollars], then do not do it, do it in poor quality, do not accept that project, and ‘zero’ is written in front of ‘execution,’” he said.

Pashinyan stated that the most unfulfilled part of the 2019 state budget is the returning of corruption money. "At the same time, it has to do with the security sphere, first of all. (...).

The corrupt system loves money the most, and they don't want to give up their money.

The law on the confiscation of illegal property has been passed, which will soon come into force. There are huge successes in corruption cases—in the factual part. But we also have legal issues that we need to address; those problems still exist," Nikol Pashinyan said.
