Heritage Party has issued the following statement:

“The recent events that took place in the National Assembly of Armenia, the proclaimed aim of which is to resolve the conundrum of the Constitutional Court at any price, proved once again that all the efforts of the government and the ruling majority of the parliament to meet various objectives arising from the Constitution (not approved nationwide, but existing) are doomed to failure because they are not systematic. By making up a clout, every time, the Armenian authorities try to reform that which can’t be reformed and try to make incremental adjustments conditioned by the moment. Such clouts will lead to bigger problems in terms of the form of implementation and content.

Heritage Party is certain that creating those legislative clouts will push Armenia farther from the main goal. The amendments to certain provisions of this rejected and falsified Constitution through problematic legislation won’t lead to the formation of a new Constitutional Court and the independence and democratization of the judiciary in Armenia. Let us recall the bill that the parliament adopted to send judges of the Constitutional Court to early and privileged pension and how none of those judges went on pension. These legislative initiatives also won’t be implemented. The National Assembly can’t reserve for itself all the functions pertaining to other branches of government in Armenia.

Heritage Party demands that the Armenian authorities launch a maximally accelerated procedure to adopt a new Constitution, but by gathering well-known figures who are of principle and have experience in politics and law.

Armenia needs a new Constitution that has to be developed in an atmosphere of national accord and has to have a high level of legality and be politically invulnerable in Armenia and abroad.”
