The National Assembly of Armenia has posted on its official website the following official statement on the changes in the Constitutional Court:

“The amendments to the Constitution of Armenia adopted by the National Assembly of Armenia on June 22, 2020 entered into force on June 26, 2020. Article 213 of the Constitution of Armenia has been amended to read as follows: “The term of powers of members (judges) of the Constitutional Court appointed prior to the entry into force of Chapter 7 of the Constitution and having served as a member or judge of the Constitutional Court for a total of no less than 12 years, shall deemed to be over, and term of office shall terminate” (part 1 of Article 213).

Taking into consideration the fact that the personal files of judges (members) of the Constitutional Court of Armenia are kept and maintained in the National Assembly of Armenia, and examining the documents in the specified cases, we would like to inform that, under the specified regulations, the powers o the following judges (members) of the Constitutional Court have terminated:

Hrant Nazaryan, the total duration of service of whom as member or judge of the Constitutional Court comprised more than 24 years until June 26, 2020;

Felix Tokhyan, the total duration of service of whom as member or judge of the Constitutional Court comprised more than 22 years prior to June 26, 2020;

Alvina Gyulumyan, the total duration of service of whom as member or judge of the Constitutional Court comprised more than 12 years prior to June 26, 2020.

According to part 3 of Article 213 of the Constitution of Armenia, nominations for the vacancies of three judges of the Constitutional Court must be presented by the Government, the President of the Republic and the General Assembly of Judges successively within a period of two months, starting from June 27, 2020.

We would also like to inform that, according to part 4 of Article 213 of the Constitution of Armenia, the service of Hrayr Tovmasyan as president of the Constitutional Court has terminated. According to part 4 of Article 213 of the Constitution of Armenia, the president of the Constitutional Court must be elected as prescribed by Article 166 of the Constitution, the election must be held after the vacancies of judges of the Constitutional Court are filled.

Taking into consideration the fact that the president of the Constitutional Court has not been elected, and the term of powers of vice-president of the Constitutional Court of Armenia Alvina Gyulumyan as member (judge) of the Constitutional Court is over and service has terminated by the force of part 1 of Article 213 of the Constitution, the duties of the president of the Constitutional Court shall be performed by the senior judge out of the judges of the Constitutional Court. As of June 26, 2020, the senior judge of the Constitutional Court is Ashot Khachatryan (born on September 10, 1963).
