Constitutional expert Gohar Meloyan has posted the following on her Facebook page:

“The President of Armenia declared that he won’t sign the laws adopted by the National Assembly today.

Pursuant to Article 129 of the Constitution:

The President of the Republic shall either sign a law adopted by the National Assembly within a period of twenty-one days, or shall apply to the Constitutional Court within the same time period.

In case the President of the Republic fails to fulfill any one of the two specified actions, the Speaker of the National Assembly shall sign and promulgate the law within a period of five days.

From this it follows that the Speaker of the National Assembly can’t sign today's adopted laws yet, regardless of the press release issued by the President of the Republic, and is obliged to wait until July 22.

This, in its turn, means that the constitutional crisis created in Armenia on June 22 will grow deeper and will make our country face more problems that are far from being solved.”
