YEREVAN. – Zhoghovurd newspaper of Armenia writes: The professional commission for constitutional reforms, which was formed back in February, is working actively, but no documents are available so far. Instead, the professional commission has held a public discussion twice already, and continues the discussions also in the format of a professional commission.

And according to Zhoghovurd daily’s information, although there are points discussed and agreed upon, the members of the professional commission still do not have a single approach to essential issues.

Thus, according to Zhoghovurd daily’s information, one of the first and main issues on which they have already managed to reach an agreement is the issue of the governance model, and it was decided that the [current] governance model will not change in Armenia.

Thus, the model of a parliamentary republic—elected in 2015—will be maintained, but instead, it has already been decided that the provision of forming a majority in the parliament through bonuses will be removed.

According to Zhoghovurd daily’s information, the powers of the president of the republic will also be reviewed under the new Constitution (…), but the commission has not yet decided what will be added to the powers of the president.

The members of the professional commission easily made these decisions, but, according to our information, they cannot agree on changes related to the judicial power.

Nonetheless, the commission plans to publish the preliminary concept in October, and already in June 2021—the draft amendments to the Constitution.
