Restrictions should be introduced not only to citizens, but also to authorities, said the first Ombudsman of Armenia Larisa Alaverdyan.

"Everyone talks about restrictions on human rights, which is certainly important, but let me remind you that in accordance with the 3rd paragraph of the 3rd article of the Constitution of Armenia, the power is also limited, but already by human rights," she noted.

"Not that only human rights should be limited. It is from this that the proportionality of restrictions follows, since the authorities should not correct this or that restriction, but must clarify their purpose and not violate the most important norms and principles of democracy. This means that they are also limited. I think that it was these unlimited restrictions that worried everyone."
