YEREVAN. – In this case, all three co-chairs of the OSCE Minsk Group have one issue on the agenda, so that not only a ceasefire is declared, but that a ceasefire is implemented; it should not be the case that a ceasefire is constantly declared at such and such an hour, then it is violated. Deputy Foreign Minister Shavarsh Kocharyan said this Tuesday in a talk with reporters in the National Assembly of Armenia.

Kocharyan stressed that at the present stage the three co-chairs have one mandate, that mandate is to reach a common ground through compromises.

He noted that the second mandate is to prevent the resumption of hostilities.

When asked to assess the reaction of international organizations, Kocharyan said. "There are different reactions. Clarity in position is very important. There are many places that we are not satisfied with. The Artsakh [(Nagorno-Karabakh)] Republic cannot be considered a territory, as it is not recognized, where people cannot enjoy basic human rights. People should not be differentiated depending on what subject they live in.”

According to the deputy FM, the situation in Armenia was direr in the 1990s. "If we were observing why the world is silent, in fact, regardless of everything, we came out with great honor after that. We are at war, and the issue, the reaction of international organizations, etc., everything is decided on the battlefield. Every day is painful for the Armenian side because we are losing lives. When it’s about protecting your safety, it's your duty first and foremost. He who hopes that a foreigner will come and help him is doomed. Moreover, Turkey's overt emergence [in this war] speaks to the fact that it’s not only about whether or not to lose the war, but also about a possible genocide," he added.

Shavarsh Kocharyan stressed that victory on the battlefield gives incomparably broader opportunities to diplomats.
