The Office of the second President of Armenia Robert Kocharyan has issued the following press release:

“Robert Kocharyan received the offer to leave for Moscow from the second and third presidents of Artsakh (Nagorno-Karabakh). The President acknowledged the appropriateness of the offer, but he could not exit the country for reasons that are clear.

After the second and third presidents of Artsakh Arkady Ghukasyan and Bako Sahakyan talked to the Prime Minister, the court allowed President Kocharyan to leave the country (with restriction on period of exit until November 7) and returned his passport to him.

Kocharyan was planning to leav for Moscow soon and took a COVID-19 text, which is mandatory in order to enter the Russian Federation.

Kocharyan tested positive, which was totally unexpected since he didn’t have and still doesn’t have any symptom of the disease.

Unfortunately, in this situation, it has become temporarily impossible for him to leave Moscow and hold various meetings.

President Kocharyan is currently self-isolated, but is doing his best to contribute to the cessation of the war in Artsakh.”
