President of the Mantashov Entrepreneurs Union of Armenia Vahram Mirakyan posted the following on his Facebook page:

“On November 21, the government adopted a decision indicating the list of Armenian settlements occupied by Azerbaijan or settlements to be peacefully transferred to Azerbaijan. The problems with the decision are the following:

1. There are 121 villages, but in reality, 181 cities and villages are being transferred to Azerbaijan. The names of enlarged communities are indicated in the government’s decision, as a result of which 51 villages haven’t been indicated, meaning 181 cities and villages are being transferred to Azerbaijan.

2. The government’s decision is not formulated the right way — Azerbaijan launched an operation and seized the settlements militarily, the settlements didn’t pass under the dominance of Azerbaijan.

3. The government’s decision also states the Charektar and Aknaberd villages, which aren’t part of the logic of the decision. For instance, for some reason, Aknaberd wasn’t joined to Shahumyan region, but was part of the Martakert region within the Nagorno-Karabakh Autonomous Oblast. If Aknaberd is transferred to Azerbaijan, this means that the whole Sarsang Reservoir and its surrounding villages will be transferred to Azerbaijan.

At this moment, the positions are being reclassified, on the basis of which the next war will take place. For this reason, Azerbaijan, taking advantage of the fact that the Armenian party is confused, the Ministry of Foreign Affairs of Azerbaijan and the Azerbaijani army are busy trying to seize more hills, fields and villages. Sometimes they succeed, sometimes they don’t, but we need to acknowledge the fact that the battle is over, not the war. Consequently, at this moment, it is very important to maintain the peaks and positions that are as appropriate as possible under the Armenian party’s influence.”
