Moscow recommends engaging other countries in the efforts for humanitarian response in Nagorno-Karabakh, particularly Armenia and Azerbaijan. This is what Russia’s Foreign Minister Sergey Lavrov said during a press conference following his talks with his Armenian counterpart Ara Aivazian.

“We also talked about the issues related to the creation of a humanitarian response center, which is Putin’s initiative. We recommended turning this center into an international one and engaging Armenia and Azerbaijan,” Lavrov stated, adding that Russia and Armenia have earmarked several steps for the exchange of captives and the return of refugees to Nagorno-Karabakh.

According to Lavrov, the actions enshrined in the November 9 statement on Nagorno-Karabakh are starting to be carried out ‘with maximum effectiveness’.
