The presence of Azerbaijani armed forces—as well as of Azerbaijani flags and signs—in the communities of Armenia’s Syunik Province, or on the roads connecting the communities, let alone any of their movement on those roads must be ruled out, period! Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan wrote about this on Facebook.

"They have appeared there at the expense of gross violations of the rights of civilians and the military of Armenia and Artsakh [(Nagorno-Karabakh)], ethnic cleansing and the mass destruction of peaceful settlements, continuing institutional hatred of Armenians, torture and inhuman treatment, illegal detention of captives, and ongoing threats of a new war.

In the presence of the Azerbaijani military, the rights of the border residents of Armenia, first of all, or they are seriously endangered (property violations, shootings, etc.), the peaceful life and tranquility continue to be grossly violated.

Therefore, whatever happens, any of their presence, or moreover their movement, is illegal, lacks any legal title, contradicts the foundations of the human rights system in international law," Tatoyan added.
