There is a document disseminated on the Internet concerning the creation of an Armenian-Russian-Azerbaijani commission, and this is an annex to a particular document. This is what leader of the opposition Bright Armenia faction of the National Assembly Edmon Marukyan said in parliament today.

“The Bright Armenia faction also invited the acting Prime Minister and acting foreign and defense ministers to answer the following questions: Is the disseminated document the real document that the Prime Minister is planning to sign? Wasn’t it possible to not negotiate and not sign any document until the formation of a new government? After all, we are going to elections because the mandate given by the people hasn’t been fulfilled, and we’re going to see which force will continue to govern Armenia and negotiate over such documents. Will this document also concern the borders of Artsakh? I have already read statements by government officials stating that this document isn’t subject to ratification by the parliament,” Marukyan said and read a part from the law on international treaties according to which any international agreement must be ratified by the National Assembly, regardless of its name.

“According to Armenia’s law on international treaties, this document is considered a treaty. If it concerns human and citizens’ fundamental rights and freedoms, an international agreement is ratified. Since we’re talking about demarcation, this means that it concerns the rights of people who are living in the territories near the border. Finally, international treaties are subject to the parliament’s ratification, if they envisage legislative amendments. The commission will discuss, make a decision and state the border, but this implies amendment to the law on administrative-territorial division. This means the law had to be ratified by the National Assembly. If it isn’t ratified, it can’t be enforced,” Marukyan said.

 Acting PM Nikol Pashinyan said Thursday he is negotiating a new document with Azerbaijan and Russia.

The paper was first published by Armenia's former ambassador to the Vatican Mikayel Minasyan. According to the latter, Pashinyan was going to sign a new agreement that would damage the interests of the country.

The acting PM also noted that Armenia has reached some agreements with its international colleagues. According to him, those solutions are 100% in line with the interests of Armenia.

Pashinyan added that he would not publish the document to be signed because it was not correct to publish a working document.
