If you do nothing yourself, then on what matter do you petition to the CSTO? Second President Robert Kocharyan, who heads the “Armenia” bloc ahead of the snap parliamentary elections on June 20, asked this at Tuesday’s press conference of the leaders of this bloc, when asked whether it was correct for the country to apply to the CSTO on the situation in Syunik Province, and whether the country had petitioned under the right article.

"It's a bit like a bit bigger boy on the street slaps a small child, and he runs to Daddy, says, 'Daddy, do something, I'm being bullied.' After all, are we a state or not? Do we have dignity, self-respect or not if you do nothing yourself, do not take action, and think that someone else will come in your place to solve this issue? We are just talking about the genre of absurdity now. I am convinced that there have been no such manifestations in the history of the CSTO. If you do nothing to solve your problems, no one will help you to solve those problems; this is a very obvious formula," Kocharyan said.

On May 13, Acting Prime Minister Nikol Pashinyan had convened a meeting of the Security Council, and announced that Armenia was formally applying to the CSTO—and under Article 2 (risk and threat of attack) of this treaty.
