There is no question here of discussing who negotiated. The negotiator was the Russian side, led by General [Rustam] Muradov [Deputy Commander of the Southern Military District of the Russian Armed Forces]. Menua Hovsepyan, Deputy Mayor of Goris, Armenia, on Wednesday told this to 168.am, referring to the return of the Armenian soldier who on Tuesday was captured by the Azerbaijani military in the area.

"I thank Muradov for responding quickly and working well," Hovsepyan said.

The deputy mayor added, however, that he has no information whether the captured Armenian soldier was returned under any preconditions or not.

As for the general situation in Syunik Province, Menua Hovsepyan said that the situation is the same. "You all see that nothing is being done as normal. Syunik is not safe, Syunik's borders are not safe. There is no change in the situation; moreover, it is bad. We all witnessed that incident yesterday. Thank God, everything ended as normal," he concluded.
