The Azerbaijani armed forces that invaded Gegharkunik Province of Armenia have built large shelters, accumulated a large amount of firewood, and concreted the roads leading to their positions, the ombudsman of the Republic of Armenia (RA) informed Armenian News-NEWS.am adding that their activities have recently increased sharply.
Moreover, they continue to build new roads, and increase the number of servicemen and armaments in the positions. They continuously carry out active reinforcement and engineering works.
It is about the illegal deployment and criminal acts of Azerbaijan in the RA sovereign territory.
They are physically present on the very lands owned by RA citizens with rights confirmed by legal documents
These are the Azerbaijani positions from where the Azerbaijani servicemen commit terrorist crimes against the RA civilian population. They regularly fire on Verin Shorzha, Sotk, Kut, and other villages of Gegharkunik, and in particular on civilian houses, and set fire en masse to the pastures and grasslands of civilians. Officers from these positions have committed a number of large-scale thefts of the animals of RA residents.
The presence of the Azerbaijani armed forces in the vicinity of RA villages, especially in the RA sovereign territory, is of an openly criminal nature, in itself violating the life and safety of the villagers, their right to property, earn family income, and other vital rights. Their presence disrupts the peaceful life of the people.
Therefore, the process of establishing a demilitarized security zone around the RA borders and immediately removing the Azerbaijani armed forces from the RA villages and roads between the communities should start immediately.
This proposal of the RA Human Rights Defender is contained in a specific international document: Resolution No. 2391 (2021) of the Parliamentary Assembly of the Council of Europe (PACE) on September 27, 2021. The Human Rights Defender will also send relevant reports to international organizations and RA state bodies, civil society organizations.
It is obvious that the basis of Azerbaijani criminal acts, gross violations of human rights, their source of nourishment is one: the Azerbaijani authorities’ policy of Armenophobia and enmity, ethnic cleansing, and genocide.
